Congestion toll for Tel Aviv by 2009

Instead of charging a toll because of the pollution situation and the possibility of not just hurting the poor, but the possibility of hurting tourism; why not check into emission devices or smog control devices for the automobiles and so forth.

This may help everyone in the long run and help control the pollution problem.
