Iraq: There is Different Rules US Imposed

Iraq has secured the right to prosecute US soldiers and civilians for crimes committed outside their bases and when off duty, in the latest draft of a security pact that will set the terms of their deployment beyond this year.
As I saw the above statement, this further reminds of the occupation and repression of the Iraqi people; if this is not an element of slavery to the indigenous people of a country; what is?
The Iraq people should have always had the right to prosecute criminal’s in there own county, I thought this usually went without saying; I guess in Iraq there is different rules imposed by the US.
