BAGHDAD, Iraq - The fortress-like compound rising beside the Tigris River here will be the largest of its kind in the world, the size of Vatican City, with the population of a small town, its own defense force, self-contained power and water, and a precarious perch at the heart of Iraq's turbulent future.

The new U.S. Embassy also seems as cloaked in secrecy as the ministate in Rome.

"We can't talk about it. Security reasons," Roberta Rossi, a spokeswoman at the current embassy, said when asked for information about the project.

A British tabloid even told readers the location was being kept secret — news that would surprise Baghdadis who for months have watched the forest of construction cranes at work across the winding Tigris, at the very center of their city and within easy mortar range of anti-U.S. forces in the capital, though fewer explode there these days.

The embassy complex — 21 buildings on 104 acres, according to a U.S. Senate Foreign Relations Committee report — is taking shape on riverside parkland in the fortified "Green Zone," just east of al-Samoud, a former palace of Saddam Hussein's, and across the road from the building where the ex-dictator is now on trial.

The Republican Palace, where U.S. Embassy functions are temporarily housed in cubicles among the chandelier-hung rooms, is less than a mile away in the 4-square-mile zone, an enclave of American and Iraqi government offices and lodgings ringed by miles of concrete barriers.

The 5,500 Americans and Iraqis working at the embassy, almost half listed as security, are far more numerous than at any other U.S. mission worldwide. They rarely venture out into the "Red Zone," that is, violence-torn Iraq.

This huge American contingent at the center of power has drawn criticism.

"The presence of a massive U.S. embassy — by far the largest in the world — co-located in the Green Zone with the Iraqi government is seen by Iraqis as an indication of who actually exercises power in their country," the International Crisis Group, a European-based research group, said in one of its periodic reports on Iraq.

State Department spokesman Justin Higgins defended the size of the embassy, old and new, saying it's indicative of the work facing the United States here.

"It's somewhat self-evident that there's going to be a fairly sizable commitment to Iraq by the U.S. government in all forms for several years," he said in Washington.

Higgins noted that large numbers of non-diplomats work at the mission — hundreds of military personnel and dozens of FBI agents, for example, along with representatives of the Agriculture, Commerce and other U.S. federal departments.

They sleep in hundreds of trailers or "containerized" quarters scattered around the Green Zone. But next year embassy staff will move into six apartment buildings in the new complex, which has been under construction since mid-2005 with a target completion date of June 2007.

Iraq's interim government transferred the land to U.S. ownership in October 2004, under an agreement whose terms were not disclosed.

"Embassy Baghdad" will dwarf new U.S. embassies elsewhere, projects that typically cover 10 acres. The embassy's 104 acres is six times larger than the United Nations compound in New York, and two-thirds the acreage of Washington's National Mall.

Original cost estimates ranged over $1 billion, but Congress appropriated only $592 million in the emergency Iraq budget adopted last year. Most has gone to a Kuwait builder, First Kuwaiti Trading & Contracting, with the rest awarded to six contractors working on the project's "classified" portion — the actual embassy offices.

Higgins declined to identify those builders, citing security reasons, but said five were American companies.

The designs aren't publicly available, but the Senate report makes clear it will be a self-sufficient and "hardened" domain, to function in the midst of Baghdad power outages, water shortages and continuing turmoil.

It will have its own water wells, electricity plant and wastewaster-treatment facility, "systems to allow 100 percent independence from city utilities," says the report, the most authoritative open source on the embassy plans.

Besides two major diplomatic office buildings, homes for the ambassador and his deputy, and the apartment buildings for staff, the compound will offer a swimming pool, gym, commissary, food court and American Club, all housed in a recreation building.

Security, overseen by U.S. Marines, will be extraordinary: setbacks and perimeter no-go areas that will be especially deep, structures reinforced to 2.5-times the standard, and five high-security entrances, plus an emergency entrance-exit, the Senate report says.

Higgins said the work, under way on all parts of the project, is more than one-third complete.

President Bush's Easter proclamation, as issued by the White House on Thursday:

"He is not here; for He is risen, as He said." Matthew 28:6.

I send greetings to those observing the joyous holiday of Easter. On Easter, Christians around the world join together with family and friends to celebrate the resurrection of Jesus Christ and the triumph of love over death. This is a season of renewal, a time for giving thanks and praise and for remembering that hope overcomes despair.

Christ's extraordinary sacrifice and compassion continue to inspire people around the world. His promise of new life gives hope and confidence to his followers. His service and love for his neighbors offer a profound lesson for all people.

During this Easter season, we celebrate God's gifts of freedom and justice. We pray for peace and ask for God's blessings on the brave men and women who wear our nation's uniform and their families.

Laura and I wish you a Happy Easter.

At a time when President Bush is giving such gallant speeches, just two days prior, it is being known that the United States is going into the possibility of a Civil War. It is thought many people, through lack of understanding to the real cause of their unrest; has chosen to threaten anyone unlike themselves. What I mean by this are people who are in the process to immigrating to this country or not the Christian main stream. American citizens unrest and economic woes do not come by these people.

They are due to the devaluation of the American dollar. Unstable laws, that just a few years ago would have never been thought of but for now with the instability of banks and stock market they now are in a crisis just living in this country.

What a lot of people to do not realize, those large amounts of money having filtered out of the country not just for Israel, but Iraq is the most expensive war in history.

I realize going to the grocery store, is a sorrow within itself because the prices keep going up but your pay check doesn’t. And to with the growing unemployment problem, anyone would feel like a threat. How many people feel on their lips is the word, “Depression,” but can’t bring ourselves to say it out loud.

It is hard; to think what happen in the 1930’s is happening to us again. But murdering people is not the answer; please know you are looking in the wrong direction.

And for those who are Christians, please know I truly wish you a Happy Easter. For those who are of another religion, a good life.

Russia has said it will grant the Hamas-led Palestinian Authority urgent financial aid, in opposition to the policy of the EU and the US.

Foreign Minister Sergei Lavrov made the pledge to authority President Mahmoud Abbas in a telephone call, Moscow said.

The US and EU cut off aid after Hamas took power on 30 March because the militant group refused to renounce violence or recognise Israel.

Iran on Friday urged the Muslim world to help fund the authority.

A Russian foreign ministry statement said: "Mahmoud Abbas stated his high appreciation of Russia's intent, confirmed by Sergei Lavrov, to grant the Palestinian Authority an urgent financial aid in the nearest future."

Mr Lavrov said on Tuesday withholding aid to the Palestinians was a mistake.

Hamas should... recognise Israel and sit down at the negotiating table. But for that it's necessary to work with them," Mr Lavrov said.

The US Treasury this week further tightened the screws on Palestinian cash by banning American nationals from doing business with the Hamas-led authority.

However, the US is making exceptions for government entities under the direct control of Mr Abbas, whose Fatah movement is a rival of Hamas.

Palestinian PM Ismail Haniya, of Hamas, vowed on Friday that the cuts in funds would not weaken the people's resolve.

Israel 'a rotten tree'

In Tehran, the Supreme Leader of Iran, Ayatollah Ali Khamenei, opened a three-day forum on Palestinian solidarity by calling on the Muslim world to help the Palestinian people and their Hamas-led government.

Ayatollah Khamenei said all Muslims had a duty to help and should not remain indifferent to tyranny.

Ayatollah Khamenei said its liberal democracy was like a poison.

He said global imperialism led by the US president openly threatened the Muslim world by talking about launching a crusade against it

President Ahmadinejad widened the attack to include Israel, which he said was "a rotten, dried tree that will be eliminated by one storm".

The president provoked an international outcry last October when he cast doubts on the Holocaust and said Israel should be "wiped off the map".

On Friday he said there were no doubts about the "holocaust" suffered by the Palestinian people in the past 60 years and that the Palestinians should not pay the price for what the West said were crimes against Jews.

"Believe that Palestine will be freed soon," he said.

Oil and olives

Mr Haniya said on Friday the suspension of Western aid to the Palestinians would never defeat the Hamas-led administration.

He said the West would not succeed in isolating the government because it had the full support of Palestinians.

"We will eat cooking oil and olives," he said.

Mr Haniya was addressing Friday prayers in Gaza before the start of a series of rallies aimed at demonstrating support for the Hamas-led administration.

The militant group's political leader in exile, Khaled Meshaal, is attending the Tehran conference to gain funding pledges.

Iran has said it will fund the Hamas-led government but so far no figures have been publicly pledged and no concrete deals have yet been announced at the conference.



The Organization of the Islamic Conference urged Muslim governments and individuals to continue their financial aid to the Palestinians, MENAFN.com reported.

Addressing a Jeddah press conference with Palestinian FM Mahmoud Zahar, OIC Secretary-General, Ekmeleddin Ihsanoglu, pledged to work on a mechanism to help relieve some of the economic burden faced by the Palestinians.

The United States and the European Union have both cut off all financial aid to the Palestinians until the new Hamas-led government recognizes Israel, gives up anti-Israeli attacks and accept past peace accords.

Zahar requested $93.4 million from Saudi Arabia, which is the kingdom’s share of aid to the Palestinians for the past six months. "We haven't received anything yet but our experience is that Saudi Arabia does not hold back."

Mr Ihsanoglu urged the international community to respect the Palestinian people's democratic choice and not to punish them for it. He also called on the United Nations to hold talks with the new Hamas government.

"In the name of the OIC we call on Muslim countries and civil society institutions to support the Palestinian people,” he said.

“We are calling on all OIC member states to provide financial support to the Palestinian government through the special mechanisms of the OIC in the Islamic Development Bank," he added.

Mr Ihsanoglu also referred to the 10-year plan approved by the Mecca Islamic summit to collect a dollar from every individual in the Islamic world to aid the Palestinian people.

Bomb Blast in Karachi, Pakistan In Pictures

KARACHI: As many as 57 people were killed and over hundred injured in a bomb blast during Milad gathering organized by the Jamaat Ahle-Sunnat at Nishtar Park held in connection with 12 th Rabi-ul-Awal here on Tuesday.

The deceased include high profile Ulema, Abbas Qadri, Iftikhar Qadri, Hafiz Taqi, Hanif Bilo, Mufti Mukhtar Ahmad and Maulana Abdul Farid.

The bomb blast occurred at a time when the participants of the gathering were offering Maghrib prayer killing 53 people and injuring over one hundred others.

Soon after the incident, the Edhi ambulances and ambulances of other philanthropists arrived at the site of the blast and started lifting the corpses and the injured.

The killed and injured people were shifted to the Civil hospital, Jinnah hospital, Abbasi Shaheed hospital and Liaquat National hospital.

The participants of the gathering got furious at a time when the police and Rangers tried to enter the gathering and to control the situation.

However officials said on Wednesday the death toll had risen to 57 after some of the victims died overnight.

"Our initial investigations suggest that there were at least two suicide bombers involved in the attack. We have found the body parts, including the heads, of the suspected attackers," said Sindh government spokesman Salahuddin Haider.

"It was a very well-planned and co-ordinated attack, and apparently it seems that the attackers were very well-trained," he added.

"The army has been put on alert and can be deployed at short notice," Mr Haider said.

"We have taken all possible security measures for the funeral and no-one will be allowed to take the law into their own hands.

"It’s a great tragedy and we appeal to the people to remain calm and peaceful."

Nevertheless, anger at the attack spilt over into violence as hundreds of enraged worshippers took to the streets.

They hurled rocks at the security forces who fired shots in the air to try and disperse the crowd. A petrol station as well as cars were burned. Sunni Muslim leaders taking part in the ceremony were believed to be among the dead.

The enraged mob turned violent, gathered at the M A Jinnah Road and set ablaze two banks, six vehicles and three petrol pumps.

No-one has claimed responsibility for the explosion at what was believed to be the biggest of such events being held in Pakistan.

Meanwhile the Sindh government has announced three day mourning in Karachi in the respect of the martyred victims and has announced Rs 100,000 compensation for the deceased and Rs 50,000 for the injured victims.
